DUBLIN — Frustrated that its last 2 board elections amid a drought attracted no challengers, a public water supplier may spend $5,000 and 3 weeks of staff time to try to drum up interest for the next contest.

Hopefuls could even get a free dinner or 2 on the public agency if they’re willing to attend a crash course at night on water and sewer operations.
